Ranks and promotions are
awarded for valor, loyalty and performance by the immediate CO after
ratification with his superiors. It is
within a COs power to confer a brevet of rank if such is felt appropriate.
Rank determines the chain of command. If two officers hold the same rank,
the officer who has held that rank the longest, the senior ranking

COMMISSIONED OFFICERS
Commissioned Officers are members of Starfleet that
have graduated from Starfleet Academy after four years, or sometimes
longer depending on their career choice. They generally are
in charge of main departments such as command, engineering, medical,
and science. Officers make up less than 20 percent of the ship's
crew.

Starfleet Naval Protocol:
Commodores (O-7)
are addressed as 'Commodore.' Fleet Captains are addressed
as 'Captain.' All admirals, regardless of their rank,
are addressed as 'Admiral,' not 'Vice Admiral,' 'Rear Admiral,'
etc.
Captains and full
commanders are addressed as 'Captain' and 'Commander,' respectively.
A lieutenant commander is addressed as 'Commander.' At his
pleasure, an O-6 and above may address an O-4 (LCdr) as
'Mister,' but he should know that he is giving offense to
the officer, by implying that he is a junior officer.
The Captain of a
vessel is called 'Captain' in direct address, regardless
of grade. Some smaller ships have captains which are not
Captains (O-6); however, while on their vessels they are
addressed as 'Captain.'
Junior officers are
addressed either by their ranks or as 'Mister Smith.' They
should refer to each other in this manner. At the pleasure
of senior officers, female junior officers may be called
'Ms. Smith.' Officers with the rank 0-2 (Lt JG) are addressed
as 'Lieutenant' when addressed by their rank.

ENLISTED CREWMEN
Enlisted crewmen make up the bulk of a starship's
crew. Typically, enlisted crewmen join Starfleet without attending
the Academy although enlisted crewmen at times do so. Most enlisted
crewmen that attend the academy do so for 2 years. However, Academy
experience is not necessary for enlisted personnel. The highest
ranking position within the enlisted ranks is the Master Chief Petty
Officer of Starfleet (MCPOS). He/she is the head officer for all
enlisted personnel within Starfleet. Aboard starships, the highest
ranking position for enlisted personnel is the Master Chief Petty
Officer. This person is the Command Master Chief. Commonly
referred to as the 'Chief of the Boat'. The Command Master Chief
(CMC) is officer in charge of all enlisted personnel and is a member
of the senior staff. Enlisted personnel do have the ability to get
their own commissions and become officers.

Starfleet Academy:
Starfleet Academy is a four year institution
that was established in 2161 and is located at the Presidio
of San Francisco on Earth.
The motto of Starfleet Academy is "Ex
astris, scientia," meaning "From the stars, knowledge."
The motto of Starfleet Academy is a paraphrase of "Ex
luna scientia," the motto of the Apollo 13 mission from
Earths NASA in 1970. "Ex luna scientia," is a paraphrase
from "Ex tridens scientia," which is the motto of
the United States Navy which began on Earth which began in
the year 1775.

Starfleet Provisional Rank
These ranks are used
in situations where rank is bestowed on a temporary basis, such as brevet
rank.

1. Duty Uniform:
standard issue uniform must be worn at all times while on duty.
Uniform must be sized accordingly. Uniform should have
corresponding color of department as well as the officer's rank
and communicator.
2. Alternative duty Attire: optional Starfleet
uniform that can be worn in lieu of the standard duty uniform as
determined by personnel's commanding
officer*. If worn off-duty, it must
conform to regulations of corresponding color of department as well as the
officer's rank and communicator.
* note: USS Myrddin
SOP states that one must be the rank of Commander or above to
be authorized wear of this uniform.

Alternative duty Attire: optional Starfleet
uniform that can be worn in lieu of the standard duty uniform.
4. Officer's Dress Uniform: standard issue
dress uniform worn by Starfleet personnel involved in diplomatic
functions or important meetings. All personnel except the ship's
commanding officer wear a violet/gray chest piece. The commanding
officer wear's a white chest piece. Dress uniform should have
corresponding color of department as well as the officer's rank
and communicator.
5. Captain's Dress Uniform.

Field Gear: special uniform used during strenuous
or active away missions.

Training Gear: Starfleet regulation uniform used for
training exercises or physical workouts.
8.
Desert Gear: optional clothing for away missions in
hot or arid environments.
9.
Thermal Gear: heavy parka/suit used on away missions
to withstand extreme cold climates.
10.
Environmental Suit: standard-issue isolation
gear to allow crew to venture into areas of space or other uninhabitable
zones.

Ground Forces and/or Special Forces Uniform

Enlisted Dress Dress Uniform
13.
Cadet Uniform: standard issue uniform for
all Starfleet cadets. Must be worn during all official Academy
and student functions. If a cadet is performing field training
on a starship/starbase, uniform must also be worn.
14.
Admiral's Standard Duty Uniform. Admiral pips
are worn on both sides of the collars and on both cufflinks. A
belt is also worn around the waist clasping with a Federation
Insignia buckle.
15.
Admiral's Dress Uniform. Dress etiquette is
followed as above.
